this is the 2012 Tour De France Prologue Elite Bike, a great road bike.
I am 5 4" What size should I get and this can use road and off road?

According to Cycle Force (TDF Bike Maker) you will be best with the 20" frame. Though this bike has straight bars, it is set up as a road bike specifically. To ride off road or trail cross you would need to modify it.
