What size F@E bike would I need? 6'1" 32" inseam

Based on how tall your inseam is and the sizing we have for the SE F@E I would suggest that go with the 17" to insure that the top tube allows proper space for your inseam.
Will this model accept 4.5 or 4.7 inch tires?

BEST ANSWER: No, the SE F@R will only accomidate a max tire width of 4".

This bike can accommodate a rear rack, but it cannot accept a front rack.
