Heavy but good value
This is a steel wheel, its a bit heavier than an aluminum wheel so be prepared for that. If you dont want to run brakes and like the clean look then this is a good idea but keep in mind it doesnt have very good stopping power

is this wheel a fixed gear?

BEST ANSWER: The Framed Deep V Rear Bike Wheel is a free wheel with coaster break. It does not have the application to be modified for fixed gear usage.
If I have a fixed Cog, Will I be able to install it on this rim? and will this fit a tire tube that is 700C x 21?

BEST ANSWER: Yes the Framed Deep V wheel will except a fixed cog as long as you have the correct size. and it will except a 700c x 21 tire and tube.

so i read that it says that this has a coaster brake? what does that mean?

BEST ANSWER: Per Sheldon Brown's Bike Glossary- "A type of rear hub which incorporates a brake which is operated by pedaling backward. It is called a "coaster brake" because it combines the functions of the brake and freewheel ("coaster") in a single unit. When the coaster brake first appeared on the scene, freewheels were uncommon, if they were even in use at all, in the era of the spoon brake.
What is the range of tire width this will work with? I understant that 21c works, but what about larger widths?
I have a 700 x 28c wheel currently.

The rim will accept a wide range of tires. The set back would be the frame being used and what that particular one is capable of.
is this a 26" wheel?

Officially it is a 700C rim, but that would roughly be 29".
Does the wheel have a braking surface? Or is it like a track wheel?

BEST ANSWER: Framed deep V is a 700c wheel and will not work with a 20" bike. In order to do a 20" fixed gear you would need to do a custom build for a wheel
