Can it withstand in -30°C?

BEST ANSWER: The Columbia Bugaboo is lined with fleece for insulation and well waterproofed but for extremely low temperatures and sub-zero conditions I would recommend running base and midlayers as well, or a more heavily insulated jacket.
Is it warm enough for the winters of a city like State College?
