If Im going to be wearing sweatpants under these, should I assume to add an inch or two on the waist? I wear like a 34-35 and was thinking about getting the XL

So how loose are these pants? I wear a size 30 in Levis. I want plenty of room in the crotch but don't want them falling down. I'm guessing a Medium?.....
