Do these snow pants have an extra layer near the foot so you can tuck one layer and not your boot and leave one layer on top of your boot?

Using the size chart that goes with these pants (located above the add to cart button), look at the line that says "inside." They are trying to say 'inside of your leg.' That is your measurement.
