As you may know, most boots will pack out about a half size by the end of the season. Flow boots generally fit about a half size big. I have a size 11 foot and just put on the Flow Vega BOA Snowboard Boot in size 10...My big toe sat firm against the end of the toe box, but it wasn't scrunched or painful by any means - the heel was snug too.
If you can handle a little bit of firm pressure on your toes you'll be okay with a size 9 Flow boot. It looks to be that we only have size 9 available in the below listed boots:

I'd go up to size 11 in the Flow Vega BOA Snowboard Boots.
